[reSIProcate] sipdial for Mac

Marcus and Helge (OpenGroupware) have generously contributed some code 
which registers the sipdial tool to handle sip: and tel: URIs on Mac.

I'd like to include this before the 1.2 release of reSIProcate - is the 
license from their code (below) satisfactory?
