[reSIProcate] Modify the registration timer value

Hi,
Is there anyway an application can change the registration refresh timer
value in the stack?? Also I wanted to know whether an application can change
the time at which the registration refresh request is sent ( i.e., by
default, on reaching 90% of the expiry time, a registration refresh is
generated right; can an application change this 90% to some other value??)
