[reSIProcate] resiprocate-1.2 release branch

Hello!

I have created the branch resiprocate-1.2 for the next 1.2 release. Most
noticeable additions are UAC PRACK and DNS greylisting work.

Derek M. will probably manage the final release (notes, tarball, etc.).
