[reSIProcate] Problem while establishing TLS call between Resiprocate Client using Openser server(Getting 477 send Failed Error)

I'm sure you will need to spend some time looking at the OpenSER side to
understand why you're getting the 477 response.  I don't think there's
anything syntax-wise that OpenSER is reacting to.  My guess would be
that there is a configuration issue or transport layer problem between
OpenSER and the next hop SIP element.  To what IP address should SER
forward the message?  Can you ping it?  Can you open a TCP connection to
that SIP element?  (Some revisions of some UA firmware are only capable
of outbound connections; for some this is only the case for TLS.)

Again, I believe your problem is not with resiprocate.
