[reSIProcate] [repro-devel] specifying routes in repro

I've finished implementing the ordering.

 

Note:  Repro processes all routes and adds ALL matching route
destinations to the target set, so the ordering will actually determine
the order that the matching destinations are added to the routeset (when
using sequential forking this could be important).

Looks like use of the Order setting is currently not implemented - I
suspect it was originally intended in order to specify which order to
process the routes for pattern matching.  I'll look into addressing
this.
