[reSIProcate] Gearing up for resiprocate-1.1 release

	Now seems like a good time to start working on the 1.1 release for  
resip. Substantial improvements have been made since 1.0, and it  
looks like most of the bugs associated with these improvements have  
been found and fixed. If there are no objections, I'll be branching  
in a week (next Wednesday, the 31st), and we can start the usual  
release activities. In the meantime, let's start tracking down open  
issues, and revisit the open issues we looked at last time (some of  
them have been fixed since then).
