[reSIProcate] Transition mechanics are complete

All the mechanical work supporting the transition to resiprocate.org  
has been completed.
If you see something that doesn't look like it should, or have  
problems with the lists or svn, please let me know asap.

We are going to use the wiki as the primary web content tool for now.  
I've restructured the primary page, keeping
all the existing comment. In the process, I noted that we have a  
_lot_ of stale information out there that we need to update.
I'll be leading an effort to go through scrubbing.
