[reSIProcate] tagging resiprocate-1.0-RC3 today

	I plan on tagging RC3 today at around 5PM Central. A whole lot of  
bug fixes are going in (basically all the work on main since RC2, I  
didn't see anything that looked like it didn't belong in the release)  
Also, the release notes are more or less complete, but not exactly  
organized. I will be working on this throughout today.
