[reSIProcate] TR: ServerInviteSession:provisional()

A 100 trying can be sent with the provisional method, but the stack has
logic to send a 100 trying automatically if an application does not send any
response within 80ms.

I'd like to know which entity will send te 100- Trying response?

Is it the transport layer?

Or can we send a 100 response with the method
ServerInviteSession:provisional()?
