[reSIProcate] Time to deprecate IntegerCategory and IntegerParameter

	I am creating UInt32Category, UInt8Category, UInt32Parameter, and  
UInt8Parameter. I am also adding ParseBuffer::uInt32() and  
ParseBuffer::uInt8(), which will throw on overflow. If anyone has  
objections, please speak up.
