Resip supports both refer and re-invite - I think it is a good choice.
It supports Win32, but does not come with a RTP stack.

Hi,
I'm currently looking for a SIP stack to write a (commercial - not OS)
B2BUA application in a Win32 environment. I intend to make heavy use of
REFER and re-INVITE in order to manage call 'transfers' - the app is a
sort of AutoAttendant. Anyway, I was wondering if anyone could recommend
a good stack ;-)
Is reciprocate what I'm looking for? Does it work on Win32? Does it come
with an RTP stack? Is SipX a better bet? Or can anyone recommend a
better solution (commercial or OS)
