[reSIProcate] Question about Call Transfer

Is this re-INVITE the action of the transferee in response to a REFER?
Or is ReSIP not using REFER?
Sorry if this seems like a dumb question, but I'm new to this stuff and
have at least three RFCs swimming around in my head. I'm still clawing
my way through the source and trying to piece things together. Any
clarification to your answer would would be very much appreciated.
