[reSIProcate] failed to find tranport

I'm running my test UAC with repro as the proxy server on the same machine.
The IP is 172.16.0.46. But my UAC couldn't register. Below is the debug log,
it's looking for transport at 127.0.0.1:0 UDP before the failure. Why does
the transport selector look for the loopback IP instead of the LAN IP? How I
can fix this problem?
