[reSIProcate] Merged Request Key

It seems that our merged request key is overspecified; 8.2.2.2 does not
mention Request-Uri as part of the comparison.  The language says to check
those values and send a 482 if this doesn't match an existing transactions
using 17.2.3.  If a transaction matched an existing transaction per 17.2.3
it would be hidden from the TU by the stack.  I think that simply removing
the request-uri from MergedRequestKey will fix this. 

 

Sound correct?
