[reSIProcate] dum(b) REFER?

several behaviors for the refer method are a little goofy to work with.
 
if you get a 2XX response to a refer, and dont have NOTIFY enabled in
your profile, shouldnt the dum just go ahead and fire the
onReferAccepted so you can send a BYE and be done with this dialog.
on another note, generically speaking if you are not interested in the
progress of the refer.. there is no notification of the 2XX.
