[reSIProcate] visual studio 2005 build issue & fix

Hello,

The final release of Visual C++/Studio 2005 was not linking my app to resip
because of rutil/wincompat.cxx.

The #include <atlconv.h> needs to be changed to #include <atlbase.h>.
