[reSIProcate] rewrote Data number conversions

The Data to number conversions had memory read issues.
There are now tests for these cases.

Also, I added leading '+' parsing, which I am not sure was the right thing 
to do. Depends on whether you think of these utilities as utilities or SIP 
helpers.
