[reSIProcate] HAVE_CONFIG_H vs HAVE_CONFIG_HXX

In building the 0.9.0-5019 release, I noticed that the compilation
command lines are passing in HAVE_CONFIG_H.  But looking through the
source code, I see that os/Data.hxx is looking for HAVE_CONFIG_HXX.  The
only other files I find using that token instead of HAVE_CONFIG_H are
test/limpc.cxx and dum/test/limpc.cxx, and I cannot find any means of
HAVE_CONFIG_HXX being defined based on HAVE_CONFIG_H being defined.
 
Am I missing something?  If Data.hxx does not pick up the
RESIP_DATA_LOCAL_SIZE define from config.hxx, nothing much will work if
someone has chosen a non-default value via configure.  Can it be that
nobody has ever done this?
