[reSIProcate] Call for Vote: resiprocate-users

Proposed scope and charter: A mailing list for the discussion of using
the reSIProcate SIP stack  
and building applications using the stack, and/or DUM, the dialog  
usage manager library. Any
discussion not related to the development of the stack internals is  
relevant on this
list.

[ ] Yes, I support the creation of resiprocate-users.
[X] No,  I DO NOT support the creation of resiprocate-users.
[ ] Abstain. I have no opinion on this, but wish to register that
     I am not ignoring the process.

Reason (if applicable):

I do not think the volume is big enough to warrant this yet and the
result would be a lot of cross posting.
