I cleaned up rutil/compat.hxx. I think things will compile cleanly on OS
10.3 and 10.4 now. I also cleaned some crud out - I hope I did not break
anything but if you get a weird compile problem, this may be the cause.

If you are using autotools, I may have broken something by removing the
circular dependency where rutil depends on resip and resip depends on rutil
