I must be misreading what you are proposing. The only interpretation 
that I can come up with is that you are suggesting that we have an enum 
containing 1001 values, something like:

enum qvalues
{
  Q0_000 = 0,
  Q0_001 = 1,
  Q0_002 = 2,
  Q0_003 = 3,
  ...
  Q0_999 = 999,
  Q1_000 = 1000
};

Is that really what you meant?
