[reSIProcate] Next 090 release candidate

Everything builds good on VS.NET 7.1 - I just committed a minor fix to
BasicCall_7_1.vcproj to allow it to build in a path containing spaces.

Changes since the last:
- many fixes to windows project files
- patch for apple issue with socklen_t
- patch for exception derivation in Dialog (Jira RSP-16)
- signed/unsigned int corrections in timer code in Helper
- fixed heinous bug (mine) in configure macros that
   messed up --disable-ssl

Known Issue:
- make check fails on gcc 4.0 (proposal is to release with this as a 
known limitation)

Please verify that make check passes on the platforms you have.
