[reSIProcate] RESIP_DATA_LOCAL_SIZE no longer in vocal make system

This caused link time problems if the app had used a different make system,
esp. since the values were diff. in the two definitions.  It can still be
adjusted by explicitly passing a preprocessor directive to the make.
