[reSIProcate] the role of <sys/types.h> in resiprocate

for your port, I would just remove it for WINCE then see what does not work
and add the include files you need for the specific type definitions or if
it is something int32_t perhaps just define what you need inside and #ifdef
for WINCE in the compat.hxx file.
