[reSIProcate] Logging

There does not seem to be a way in the makefile system (old build, not
autotools) to build without DebugLog.  Logger.hxx allows for a cpp token
of NO_DEBUG, but I cannot find a way to include that for all compiles.
Is the accepted procedure to just change the makefile? or is there a
make variable I can provide on the command line?
 
Also, it would be nice to have similar compile-time control over
InfoLog.
