[reSIProcate] Ares socket leak fix

Ares was leaking sockets( at least on windows xp SP2) due it "close" being
used instead of 'closesocket".  I've checked in a fix, update contrib. and
try it out.  TCPView is a good utility to watch socket activity on windows;
despite the name, it's really netstat.
