The scenario you describe sounds like a configuration problem in the 
SER setup.
I don't think a UA is required to deal with a request that contains a 
Route header.
The implication is that the request needs further forwarding.  If it 
did, it would pop
the route, manipulate and resend.  In this case the request it would 
act on would not
have a Route header.  As expected.
