[reSIProcate] Tarball question

Are there any core functionality issues with the 0.4.0 tarball? I'm working
with the full source under Linux but as I'm working with VC++ 6.0 I decided
to pick static code to play with on the windows side. Obviously improvements
etc are not there, but what I'm really looking for is if there could be
anything else like for example mutex which was not completed at that point.
