[reSIProcate] Recommend to use SCons as build tool to build resiprocate

Hi, all,

After two days of learning and trying, I have
successfully build resiprocate including ares,
resiprocate, DUM and basicRegister using SCons
(www.scons.org) on Linux. SCons is a cross-platform
build tools available on Linux, a variant of Unix,
including AIX, *BSD systems, HP/UX, IRIX and Solaris),
Windows NT, Mac OS X, and OS/2. Compared with GNU
auto-tools, it is much easier to use and
multi-platform. 

I am very happy to contribute the scripts used to
build the resiprocate, :)
