	I've checked in a minor change to ares that updates the autotools 
files and adds ares_local.c/h.

This will eventually (soon) be a quick framework for injecting DNS 
results to help with testing.
If possible, injected DNS results will be returned in place of doing 
'real' lookups. The default is to be
empty and not get in the way.
