Can you not just override the handler to avoid ending the call, then call InviteSessionHandler::provideOffer again?

I have situation with bad network - sometimes reINVITE is queued into
TCP/TLS buffer and network goes down right after it. So PBX (kamailio)
does not receive these reINVITEs.
