SRTP is implemented mostly outside of SIP itself.  It is definitely possible to implement SRTP using reSIProcate.  In fact the recon project does this via the reflow library.  Key exchange is typically done via an older SDES mechanism or the more modern DTLS-SRTP approach that is used in ICE and WebRTC.  More info on recon/reflow's implementation is here:  http://www.resiprocate.org/Reflow_SRTP_Implementation_Notes
