I personally think reSIProcate is an excellent choice for SIP stacks. Lot's of info as to why is here:

You should also be looking closely at the licensing of the stack you choose. reSIProcate uses a very liberal license that allows you to use it in a commercial product without requiring you to opensource your product. There are many well known companies using resiprocate and still many more that choose not be public about their use:

It also has the building blocks you need to support numerous other RFC's that operate more at the application layer.
From your short list in your email resiprocate supports everything you mentioned with only one exception. There is no SCTP support - however as far as transports are concerned resip also supports DTLS, websockets (WS) and secure websockets (WSS).
