official 1.8 series release

What has changed since 1.8.10 (we didn't release the 1.8.11 tag due to
the discovery of flaws in big endian and non-Intel builds):

- - scripts for Android builds are included
- - tfm/ tests now build with autotools
- - big endian systems are now supported
- - various non-Intel systems (ARM, MIPS) are now supported

Some alerts to be aware of:
- - reSIProcate headers up to and including 1.8.12 are, in some
circumstances, sensitive to the compiler flags used to build the
libraries.  Applications using the headers must be compiled with the
same flags that were used for the libraries.  For an example, see the
flags used to build reConServer:

An effort is under way to resolve this for future releases

- - the B2BUA code is being dropped from 1.9.x release, it is now
maintained independently, but it will continue to be part of 1.8.x
release tarballs.  It should not be used for new development: consider
using resip/recon instead.
