As far as I know, this isn't a known issue. Although I won't have time to look into the problem anytime soon, anyone who might be able to help you would probably need debug logs from both user agents.

However, sometimes the second BYE is not received by RESIPROCATE, although I see it in wireshark.

Is there some known issue about RESIPROCATE missing or ignoring SIP messages?
