You are correct - there is no RTP library included with resiprocate.  People have integrated many different RTP libraries (ie. home grown, NMS/Dialogic boards, oRTP, GIPS, sipXtapi, etc.).  The recon project (http://www.resiprocate.org/Recon_Overview) is a user agent library that uses sipXtapi for a media stack - perhaps this resiprocate subproject is the best starting ground for you.
