Registrar does not ignore you expire. Most probable it is configured or
designed to extend short registration expire time.
Try to set expire value to say 1234 seconds and see the response.

But as Adam wrote before it is not standard compliant, registrar must
responds with 423 (Interval Too Brief).

Upon further investigation, the registrar was configured with this line for each account:

      <variable name="sip-force-expires" value="1200"/>

So this was done deliberately by the guy who configured it. I've asked him to drop this line from the configuration.
