Which is *also* in violation of the spec. From the same section I quoted 
before:

         The registrar returns a 200 (OK) response.  The response MUST
         contain Contact header field values enumerating all current
         bindings.  Each Contact value MUST feature an "expires"
         parameter indicating its expiration interval chosen by the
         registrar.

You should file a bug report on whatever registrar you are using. It is 
out of spec in a very, very broken way.
