Cisco has released at least through 3.2.1, maybe higher. (3.2.0 and earlier have a known security bug that makes them easy to knock offline).

In this case, it is that there is no branch or no "z9hg4bk" at the beginning of the branch.

The full set of changes between RFC 2543 and RFC 3261 are quite significant and numerous. See RFC 3261, section 28.
