RFC3264 covers the semantics and use of 
sendrecv/sendonly/recvonly/inactive in a lot of detail. If you want to 
understand what's going on  completely, you'll want to read the whole thing.

You can find a more specific answer to your question in section 8.4 
(which is quite short).
