eyeBeam (and, I assume, Bria) can operate in two different modes of presence. The default is what they call "peer-to-peer" presence. It uses only SUBSCRIBE and NOTIFY. Under "SIP Account Settings," you'll find a tab marked "Presence." If you change it from "Peer-to-Peer" to "Presence Agent," it should start using PUBLISH to put its presence on the server.
At least, that's how I *think* it works. Jason or Derek will hopefully correct me if I'm wrong.
As an aside, Asterisk does not support the PUBLISH method at all, and its SUBSCRIBE/NOTIFY support is very primitive and naïve. See this page for details:
