Visual Studio 2005 Express should work fine - I haven't tried it myself, but I've heard from others that it works.  If you are only looking to build DUM and the stack, then you can just download the pre-built OpenSSL libraries from http://www.slproweb.com/products/Win32OpenSSL.html - I recommend the 0.9.8g version - since 0.9.8h was built with VS2008 and I've run into link issues when using VS2005.
 
If you are planning to use the recon project, then a special build of OpenSSL is required (for DTLS-SRTP support), please follow the instructions on the wiki:  http://www.resiprocate.org/Building_recon

And, besides the codes for resiprocate extracted by the tortoise SVN, how could I get the code of openSSL?
