[reSIProcate] travis CI builds working again

Hi everybody,

I updated the .travis.yml so it works again:


https://travis-ci.org/resiprocate/resiprocate


Now any pull requests should be compiled successfully in travis before
we accept them.

I've tweaked the .travis.yml to use Ubuntu Xenial and to take locally
built versions of sipXtapi and qpid-proton packages.  Any other
Debian/Ubuntu user is also welcome to take those packages by installing
my key from this package:

http://apt.debify.org/pool/main/d/debify-archive-keyring/

and adding this in your sources.list:

deb http://apt.debify.org stretch main

They are built like official Debian stretch-backports releases but I put
them in there first so they are available more quickly.
