I've looked to [1] and [2] and it says:

403 ForbiddenThe server understood the request, but is refusing to fulfil it

So the server in this case is the ws.sip5060.net? If it is, the problem of the message not being sent is nothing to do with resiprocate?

For clarity, it has nothing to do with the "status" of any user for
presence / buddy list purposes.
