Highlights of the v1.9.11 release:
* fix a stability issue in the WebSocket transport
* repro: detect repeated entries in the TLS common names mapping file
and refuse to start until they are fixed
* fix a bug in DIGEST authentication
* change TLS cipher suites to use -COMPLEMENTOFDEFAULT
* various other small fixes
