[reSIProcate] DUM as registrar

Hi,
considering described above registrar crash,
I think the root of issue is hidden inside incorrect shutdown of my 
application.
But still there is a memory leak, when mIncomingFeatureChainMap is not 
cleared if there is any DumFeatureChain inside and shudown happens.
