To bring the application firewall back up:

sudo defaults write /Library/Preferences/com.apple.alf firewallunload - 
int 0

sudo launchctl unload /System/Library/LaunchDaemons/ 
com.apple.alf.agent.plist

sudo launchctl load /System/Library/LaunchDaemons/ 
com.apple.alf.agent.plist
