ParseBuffer is a generic parsing tool. You will need to locate
the appropriate RFC or draft to know how to decode these values.
Note: There are some functions in Data.hxx that can be used to
convert to/from base64 and others.

any information about how to decode the profile-level-id and sprop-parameter-sets
in SDP content for Video codec H264.
