Well, it is generally a good idea to ensure that your app will not crash when it receives garbage (no matter how creative said garbage is). I'm afraid I'd need some more details about your situation before I could say anything about whether OpenSER was breaking any rules here.

1. Is the Notify coming in with an empty body? (Having a body and no Content-Type would be broken)
2. What event package are we talking about here?

Hello!

I'm using OpenSer SIP server.
After subscription to users from my contact-list i recieve notifications about it's presence.
If contact isn't offline all goes clear (received NOTIFY consists content-type header).
But if user is OFFLINE serever sends me NOTIFY without content-type,so application fails.
Should I handle this in my application or server sends me incorrect info?
