If you want to build the window debug version for the OpenSSL, please follow the document in the openssl root dir, called INSTALL.W32.
Based on my experience, you need to modify a little while running
perl Configure VC-WIN32 --prefix=YOURPATH


You need to use the format like C:\\program files\\openssl don't use C:\program files\openssl
for the variable YOURPATH,
otherwise, some error will occur.

You don't need a Debug version OpenSSL in order to build into resip.  There are visual studio settings already for this ? ie.  Debug-SSL and Release-SSL ? both of these settings can use the release version pre-built openSSL windows binaries available for download from the web.
